The Fawcett Society says yes.

The largest group in the UK that promotes gender equality and provides membership charity for women’s rights has expressed its disappointment towards the proportion of men and women in local government positions in the UK.

According to the current The Fawcett Society report, there is only 33 percent of women councilors within the English and Welsh local government; a short and slow increase compared to the last decade’s report which stood at 29 percent. Similarly, there is only 17 percent of women council leaders at present.

One of the perceived reasons for this stagnant rate of change is the contentment of older officials within the local government which stunts the diversification of officials.

Statistics show that according to The Fawcett Society’s report last 2007, 80 percent of the seats are maintained by the incumbents for every election. These officials have been in their positions for 20 or more years. Three out of four of these officials are men.

Perhaps it is comforting to think that that the change in these statistics will underscore the call for gender equality that will provide equal opportunities for both genders in government.

As Canadian Prime Minister, Justin Trudeau has appointed 50 percent of women in his cabinet, thereby attracting a withdrawal of the gender bias in the system.
